# License to Deliver > License to Deliver is a comedy courier game for iOS and Android, in development, set in real cities. The courier starts with no licence, on a bicycle, and earns each next licence (moped AM, then motorcycle A, then car B) by filling four collections: photos of the city's sights (spotted from the route), culture notes (left by conversations at restaurants, with customers and people around town), a phrasebook of local words and phrases in Latin letters, and the road rules (met at junctions and in quick questions at red lights, each quoted from the country's official traffic law). Every level asks for more: the first licence wants the city's best-known places and everyday phrases, later ones go deeper. Each city is a chapter of one linear comedy story with a rookie courier, a chatty dispatcher in a chat, and customers who keep coming back. The first chapter is Tbilisi, Georgia (dish: khinkali, right-hand traffic) and ends with the moped (AM) licence; Phuket, Thailand is next (pad thai, left-hand traffic). The humour is kind: never about nationality, religion, politics, real people or brands. Status: in development, not yet in the App Store or Google Play. The road rules are drafts until a driving expert checks them against the official Georgian text; the Georgian quotes are authoritative. ## Pages - [Home](https://licensetodeliver.com/): the game, how an order goes, the story, the city, and a playable set of the first chapter's road rules - [Road rules of Georgia](https://licensetodeliver.com/rules/): all 13 rules and 24 junction situations of Tbilisi, with official Georgian quotes ## Road rules (Tbilisi, Law of Georgia On Traffic, edition of 25 June 2026) - [Art. 36(2)](https://licensetodeliver.com/rules/ge-36-2/): Flashing yellow or a dark traffic light: the junction is unregulated, so priority signs decide. (draft) - [Art. 29(2)(ა)](https://licensetodeliver.com/rules/ge-29-2-a/): Red light: stop. (draft) - [Art. 29(2)(ბ)](https://licensetodeliver.com/rules/ge-29-2-b/): Red and yellow together: still stop. Green is coming. (draft) - [Art. 29(2)(გ)](https://licensetodeliver.com/rules/ge-29-2-g/): Yellow means stop, unless you are too close to stop without braking hard. (draft) - [Art. 36(3)(ა)](https://licensetodeliver.com/rules/ge-36-3-a/): Turning left or making a U-turn on green: let oncoming traffic going straight or right pass first. (draft) - [Art. 36(3)(ვ)](https://licensetodeliver.com/rules/ge-36-3-v/): Your light just turned green: let vehicles and pedestrians still in the junction finish crossing. (draft) - [Art. 36(4)(ა)](https://licensetodeliver.com/rules/ge-36-4-a/): You are on the secondary road: give way to traffic on the main road, whichever way it goes. (draft) - [Art. 36(4)(გ)](https://licensetodeliver.com/rules/ge-36-4-g/): Roads of equal standing: give way to traffic coming from your right. (draft) - [Art. 36(4)(დ)](https://licensetodeliver.com/rules/ge-36-4-d/): Turning left or making a U-turn: let oncoming traffic going straight or right pass first. (draft) - [Art. 36(5)](https://licensetodeliver.com/rules/ge-36-5/): Traffic is jammed past the junction: do not enter, even on green, or you will block the crossing road. (draft) - [Art. 36(7)](https://licensetodeliver.com/rules/ge-36-7/): Leaving a yard or a car park: give way to everyone already on the road. (draft) - [Art. 25(2)(ა)](https://licensetodeliver.com/rules/ge-25-2-a/): Your light is green, but pedestrians are on the crossing: let them finish. (draft) - [Art. 25(2)(ბ)](https://licensetodeliver.com/rules/ge-25-2-b/): Pedestrians on or stepping onto the crossing: slow down and let them cross.
